The borrower. A person to whom money is owed (or in common parlance: a person who has debts).
("Whoever dies and leaves a wife and a debtor, and they inherit, and he has a deposit or a loan in the hands of others, Rabbi Tarfon says they shall be given to the one who is liable in them" - Ketubot 9b, and also: "But from the Holy One, blessed be He, it was destined to bring us this. הַנּוֹשֶׁה. אָדָם שֶׁחַיָּבִים לוֹ כֶּסֶף (אוֹ בִּלְשׁוֹן הָעָם: אָדָם שֶׁיֵּשׁ לוֹ חוֹבוֹת).
