An adviser. One who gives counsel. Or: a man of wisdom.
("Who has directed the Spirit of the Lord, or being his counselor has taught Him?" - Isaiah 40:13, and likewise: "And Amalek came and fought with Israel at Rephidim; and where does Amalek come from?... יוֹעֵץ.מִי שֶׁנּוֹתֵן עֵצוֹת. אוֹ: אִישׁ חָכְמָה.
