(“And you shall make known to them the way they should go, and the deed they shall do” (Exodus 18:20) — “the deed they shall do” refers to actions that precede the proper order of judgment. Rabbi Yochanan said: Jerusalem was destroyed only because judgment in it was disregarded. Were these matters of trivial judgment? Rather, it means that they established their judgments according to Torah law but did not act according to the proper order of the law. Similarly, it is said: he was compelled to append the name of the Torah city of Israel to the name of the Polish town by the authority of Torah law.)

הִלְכוֹת הַתּוֹרָה עַל כָּל רְבָדֶיהָ. הַהֲלָכָה ע"פ הַדָּת הַיְּהוּדִית.
("וְהוֹדַעְתָּ לָהֶם אֶת הַדֶּרֶךְ יֵלְכוּ בָהּ וְאֶת הַמַּעֲשֶׂה אֲשֶׁר יַעֲשׂוּן(שְׁמוֹת יח כ)- אֲשֶׁר יַעֲשׂוּן- זוֹ לִפְנִים מִשּׁוּרַת הַדִּין. דְּאָמַר רַבִּי יוֹחָנָן: לֹא חָרְבָה יְרוּשָׁלַיִם אֶלָּא עַל שֶׁדָּנוּ בָּהּ דִּין תּוֹרָה.- אֶלָּא דִּינֵי דְּמָגִזְתָּא לְדַיְּנוּ?- אֶלָּא אִמָּא: שֶׁהֶעֱמִידוּ דִּינֵיהֶם עַל דִּין תּוֹרָה, וְלֹא עָבְדוּ (עָשׂוּ) לִפְנִים מִשּׁוּרַת הַדִּין"- בָּבָא מְצִיעָא ל ע"ב, וְכֵן:"הוּא אֻלַּץ לְהוֹסֵף אֶת שְׁמָהּ שֶׁל עִיר הַתּוֹרָה הָאֶרֶצְיִשְׂרְאֵלִית לִשְׁמָהּ שֶׁל הָעֲיָרָה הַפּוֹלָנִית מִכּוֹחַ דִּין תּוֹרָה"- ח.בְּאֵר/ אֶל מָקוֹם שֶׁהָרוּחַ הוֹלֵךְ, 18)
