The law of the government is law (and must be obeyed)/the law of the land is binding
The law of the government in the country possesses the force of Torah law, provided that there is no contradiction between them, especially in monetary laws.
“And Samuel said: ‘The law of the kingdom is law!’ Rabbi Chinna said in the name of Rabbi Kahana quoting Samuel: this applies even regarding a tax collector who has no fixed stipend. It is also known that the law of the kingdom is law, yet it is improper to act against it…those who hide or smuggle from the tax authorities are considered to have stolen. Likewise, anyone who acts in opposition to the kingdom while concealing their actions violates this principle. And indeed, it is stated: ‘The law of the kingdom is law’—in matters where their rulings do not contradict the words of the sages.”
