No edict should be imposed upon the community unless the majority can endure it
No restriction should be imposed on the public when it is clear that the public will not be able to uphold or observe it. This is a principle guiding authorities when legislating laws, stating that it must be examined whether the majority of the public can abide by and observe the law.

לֹא נִתָּן לְהַטִּיל הַגְבָּלָה עַל הַצִּבּוּר כְּשֶׁבָּרוּר מֵרֹאשׁ שֶׁהַצִּבּוּר לֹא יוּכַל לְקַיֵּם אוֹתָהּ אוֹ לִשְׁמֹר עָלֶיהָ. עִקָּרוֹן הַמַּנְחֶה אֶת הַמְּחוֹקְקִים אוֹ אֶת בַּעֲלֵי הַסַּמְכוּת בְּבוֹאָם לְחוֹקֵק חֻקִּים לְפִיו עֲלֵיהֶם לְבָרֵר טֶרֶם הַחֲקִיקָה אִם רֹב הַצִּבּוּר יוּכַל לַעֲמֹד בַּחֹק הַזֶּה וּלְקַיְּמוֹ.
