Customs or ceremonies practiced by the government or monarchy. Behavior of a king (Ginnun means politeness or manner of behavior).

מִנְהָגִים אוֹ טְקָסִים הַנְּהוּגִים עַל יְדֵי הַשִּׁלְטוֹן אוֹ הַמְּלוּכָה. הִתְנַהֲגוּת שֶׁל מֶלֶךְ (גִּנּוּן מַשְׁמָע נִימוּס אוֹ אֹפֶן הִתְנַהֲגוּת).
