The person who is considered to have authority and whose ability to influence decisions or accept decisions. The higher authority is the more important.

הָאָדָם שֶׁנֶּחֱשָׁב לְבַר סַמְכָא וּבִיכָלְתּוֹ לְהַכְרִיעַ בְּמַחֲלֹקֶת אוֹ לְקַבֵּל הַחְלָטוֹת.בַּעַל הַסַּמְכוּת הַגְּבוֹהָה בְּיוֹתֵר.
