The Law Spares the Money of Israel
The Torah does not want the people of Israel to squander their money and become poor (the principle of giving is a guide to interpreting some of the commandments related to monetary expenditure).
("Make for yourself two silver bowls (in the wilderness of chapter 10): Make for yourself - from your own hand. Two silver bowls. And why of silver, the Holy Torah is concerned with the treasures of Israel. In this past they did not make them of gold" - Midrash Agada (Buber) in the wilderness of chapter 10, and so: "And all the rest of the bowls are permitted, and yet, the Torah is concerned with "The treasures of Israel" - Ch'ulin (Matthew 4:2)

הַתּוֹרָה אֵינָהּ רוֹצָה שֶׁעַם יִשְׂרָאֵל יַפְסִיד אֶת כַּסְפּוֹ וְיֵהָפֵךְ לְאֶבְיוֹן (עִקָּרוֹן מַנְחֶה לְפַרְשָׁנוּת חֵלֶק מֵהַמִּצְווֹת הַכְּרוּכוֹת בְּהוֹצָאָה כַּסְפִּית).
