The commandment is for guests who arrive at a place on a temporary basis and have no place to stay or eat.

הַמִּצְוָה לְאָרֵחַ אֲנָשִׁים שֶׁהִגִּיעוּ לַמָּקוֹם בְּאֹפֶן זְמַנִּי וְאֵין לָהֶם הֵיכָן לָלוּן וְלֶאֱכֹל.
