הוֹרָאָה שֶׁאֵין מְקַיְּמִים אוֹתָהּ בְּפֹעַל כַּ'הֲלָכָה לְמַעֲשֶׂה'. אוֹ: כָּךְ הִיא הַהֲלָכָה אַךְ אֵין מְלַמְּדִים אוֹתָהּ לַצִּבּוּר כְּדֵי שֶׁלֹּא יְזַלְזְלוּ בָּהּ יֶתֶר עַל הַמִּדָּה.
