He thought. He considered the possibility. He pondered (the first source of the expression in the Tanach is in Jeremiah 7:11: "And they built the high places of the Tophet, which... I did not command, nor did it come up into my heart).
("Our hands have not shed blood (verses 21) - and why do you come up on the basis of your knowledge that the elders of the house of God shed blood like this?" - Shabat 10:1, and so: "And he said (verses 17) And you shall come to the Levitical priests and to the judge who will be in those days. חָשַׁב. הֶעֱלָה בְּמַחְשַׁבְתּוֹ אֶת הָאֶפְשָׁרוּת. הִרְהֵר (מְקוֹרוֹ הָרֹאֱשֹׁנוּ שֶׁל הַבִּטּוּי בַּתָּנָ"ךְ כְּמוֹ בְּיִרְמְיָהוּ ז לֹא:"וּבָנוּ בָּמוֹת הַתֹּפֶת אֲשֶׁר... לֹא צִוִּיתִי וְלֹא עָלְתָה עַל לִבִּי).
