He thought. He considered the possibility. He pondered (the first source of the expression in the Tanach is in Jeremiah 7:11: "And they built the high places of the Tophet, which... I did not command, nor did it come up into my heart).

חָשַׁב. הֶעֱלָה בְּמַחְשַׁבְתּוֹ אֶת הָאֶפְשָׁרוּת. הִרְהֵר (מְקוֹרוֹ הָרֹאֱשֹׁנוּ שֶׁל הַבִּטּוּי בַּתָּנָ"ךְ כְּמוֹ בְּיִרְמְיָהוּ ז לֹא:"וּבָנוּ בָּמוֹת הַתֹּפֶת אֲשֶׁר... לֹא צִוִּיתִי וְלֹא עָלְתָה עַל לִבִּי).
