If you see a generation upon which troubles come, go and examine the judges of Israel
If there is a time of troubles, examine the conduct of the judges. A proverb attributing great responsibility to judges for what happens among the people, so that faulty or unworthy judgment can bring troubles upon the people.
("It was taught: Rabbi Yosi ben Elisha says: If you see a generation upon which many troubles come, go and examine the judges of Israel. For every calamity that comes to the world comes only because of the judges of Israel, as it is said (Micah 3): 'Hear this, now, heads of the house of Jacob and rulers of the house of Israel, who abhor justice.'" - Shabbat 139a)

אִם יֶשְׁנָהּ תְּקוּפַת צָרוֹת עַל יִשְׂרָאֵל, בְּדֹק אֶת תִּפְקוּד הַשּׁוֹפְטִים. פִּתְגָּם הַמְּיַחֵס אַחְרָיוּת גְּדוֹלָה לַשּׁוֹפְטִים עַל הַמִּתְרַחֵשׁ בַּקְּרָב הָעָם, כָּךְ שֶׁשִּׁפּוּט לָקוּי אוֹ שֶׁאֵינוֹ רָאוּי עָלוּל לְהָבִיא צָרוֹת עַל הָעָם.
