A strict ruler. A person who exploits his position and power assertively.

אִישׁ שִׁלְטוֹן תַּקִּיף. אָדָם הַמְּנַצֵּל אֶת מַעֲמָדוֹ וְכוֹחוֹ בְּתַקִּיפוּת.
