מַחְשָׁבוֹת חוֹלְפוֹת אֵינָן בַּעֲלוֹת מַשְׁמָעוּת מַעֲשִׂית. הָעִקָּר הוּא מָה שֶׁנַּעֲשָׂה בְּפֹעַל וְלֹא מָה שֶׁחָלַף בָּרֹאשׁ. 'אֵין עוֹנְשִׁין עַל דְּבָרִים שֶׁבַּלֵּב'. מַחֲשָׁבוֹת אֲסוּרוֹת שֶׁאֵינָן בָּאוֹת לִידֵי מִמּוּשׁ אֵינָן נֶחֱשָׁבוֹת.

Words of the Heart Are Not Words

Thoughts that pass through the heart are not considered true words. The essential matter is what is done in action, not what merely passes in the mind. 'One is not punished for words of the heart.' Forbidden thoughts that do not come to realization are not accounted.

(Because it is said, 'Words of the heart are not words' - Kiddushin 50a, and likewise: 'What is the reason our Rabbis of blessed memory said: A good thought, the Holy One Blessed be He, attaches it to action, and the opposite is understood: “Guard and do them,” it is written. Action is essential. And words of the heart are not words. Rather, our Rabbis said: A good thought, the Holy One Blessed be He, causes that you attach it to action' - Y. Burla / Kisufim, 66)
