By metaphor: He is not perfect and good. He has flaws. (The origin of the expression is that the talit is mostly white in color and contains only one thread in blue in its fringes. It is told about Korah and his congregation who sought to criticize Moses and asked him if a talit entirely of blue wool is obligated in the tzitzit).
