You scrutinize an appeal for clothes, not one for food
When a person asks for charity in order to eat, one should give him food without checking if he is truly needy. However, if he asks for clothes or something else, it is permitted to check who he is and ensure he is not pretending to be in need.
("And when you see the naked, you shall cover him" (Isaiah 58:7) – meaning, as soon as you see him. And Rabbi Yehuda says: You scrutinize an appeal for clothes, but not for food – Bava Batra 9a. כְּשֶׁאָדָם מְבַקֵּשׁ נְדָבָה כְּדֵי לֶאֱכֹל יֵשׁ לָתֵת לוֹ מָזוֹן מִבְּלִי לִבְדֹּק אִם אָכֵן הוּא נִזְקָק, וְאוּלָם אִם הוּא מְבַקֵּשׁ בְּגָדִים, אוֹ דָּבָר אַחֵר, מֻתָּר לִבְדֹּק מִיהוּ וּלְוַדֵּא שֶׁאֵינוֹ אָדָם הַמִּתְחַזֶּה לַנִּזְקָק.
