Wise to Do Evil/ cunning/ "intelligent to do evil"
A wise man uses his wisdom to do evil things.
("For woe to my people! חָכָם הַמְּנַצֵּל אֶת חָכְמָתוֹ לַעֲשִׂיַּת דְּבָרִים רָעִים.
