Only the speedy can be sped / only the diligent can be driven (and not the lazy)
It is customary to urge, or encourage acting with speed, only those who know how to be diligent.
("Who needs to be urged? The rabbis? נָהוּג לְזָרֵז, אוֹ לְעוֹדֵד לִנְהֹג בִּזְרִיזוּת, רַק אֲנָשִׁים שֶׁיּוֹדְעִים לִהְיוֹת זְרִיזִים.
