It is customary to urge, or encourage acting with speed, only those who know how to be diligent.

נָהוּג לְזָרֵז, אוֹ לְעוֹדֵד לִנְהֹג בִּזְרִיזוּת, רַק אֲנָשִׁים שֶׁיּוֹדְעִים לִהְיוֹת זְרִיזִים.
