To incite against/ to set the bear at
The intention to lead or incite a wild animal, such as a bear, to attack or harm someone.
(The Rabbis said, three illnesses afflicted Elisha: one who incited bears against his infants, one who pushed Gehazi with both hands, and one who died from it - Sotah 47a; and likewise: 'Whoever incited his dog... so too is the law if he incited a bear or another beast against him' - Beit Habechirah to Meiri, Tractate Bava Kamma 23b.)
