He has the fear of his lips. He has anger or bitterness against him. He has the fear of his lips against him, he keeps in his heart the slander of his lips (the first source is in the verse in Jeremiah 23:22: "How long shall there be in the hearts of the prophets the prophets of falsehood, and the prophets of deceit in their hearts").
