God's redemption can come very quickly or unexpectedly. The Lord can redeem a person from any problem with great speed. The expression combines 'the Lord's salvation' (from Exodus 14:13, 'Stand still and see the Lord's salvation') and 'like the blink of an eye' (from the Talmud, as in Berakhot 2b: between sunset and nightfall, like the blink of an eye).
