Figuratively: all the time. At any given period of time.

(“Eilat Ahavim and Ya’alat Chen, etc. – why are the words of Torah compared to a doe? To tell you: just as a doe’s teats are narrow, and dear to her mate at every hour as at the first hour – so the words of Torah are beloved to their learners at every hour as at the first hour. And Ya’alat Chen – denotes the gracefulness over the learners. Her teats hang at all times; why are the words of Torah compared to a teat? Because every time the infant sucks, it finds milk – so too, whenever a person studies the words of Torah, he finds taste in them” – Eruvin 54b)
