A safe and protected place. A public institution for housing poor or weak people (shelter meaning refuge or hiding place).

מָקוֹם בָּטוּחַ וּמֻגָּן. מוֹסָד צִבּוּרִי לְאִכְסוּן אֲנָשִׁים דַּלִּים אוֹ חַלָּשִׁים (מַחֲסֶה מִשְׁמָעוּ מִקְלָט אוֹ מִסְתּוֹר).
