A public expression of opinion. An explicit or implicit declaration of will or opinion.

הַבָּעָה דֵּעָה בְּפֻמְבִּי. הַכְרָזָה מְפֹרֶשֶׁת אוֹ מִשְׁתַּמַּעַת שֶׁל רָצוֹן אוֹ דֵּעָה.
