Everything is in the Hands of Heaven Except the Fear of Heaven
Everything that happens in the world is according to the will of God, apart from man's ability to choose between good and evil. The fear of God, belief in God, and the observance of the commandments are left to man alone.

כָּל הַנַּעֲשֶׂה בָּעוֹלָם הוּא עַל פִּי רָצוֹן הָאֵל מִלְּבַד הַיְּכֹלֶת שֶׁל הָאָדָם לִבְחֹר בֵּין טוֹב לְרַע. יִרְאַת שָׂמִים, הָאֱמוּנָה בָּאֵל אוֹ וְקִיּוּם הַמִּצְווֹת מסורים בִּידֵי הָאָדָם בִּלְבַד.
