The Holy One Blessed Be He, who created the evil inclination, also created the Torah as a tool to cope against the evil inclination ("tablin" signifies remedy).

("The Holy One Blessed Be He created the evil inclination, He created for it the Torah as a remedy" - Bava Batra 16a, and similarly: "Thus the Holy One Blessed Be He created the evil inclination. He created for it the Torah as a remedy.
