Figuratively: If the situation is so dire that even the strong have fallen, how will the weak cope? Similar in meaning to: 'If a flame has fallen among the cedars, what will the moss on the wall do?' Literally: If the fire is so strong that it has burned the damp trees, what will the dry ones do, being even more flammable?
