One who is limited in his ability to understand. He cannot comprehend or learn.

בַּעַל מֻגְבָּלוּת בִּיכֹלֶת הַהֲבָנָה שֶׁלּוֹ. אֵינוֹ יָכוֹל לְהָבִין אוֹ לִלְמֹד.
