If not for the fear of punishment by the authorities, people would 'devour' one another. Thanks to the rule of law, people do not harm each other and there is proper social order.

אִלְמָלֵא הַפַּחַד מֵעֹנֶשׁ עַל יְדֵי רָשׁוּיוֹת אֲכִיפַת הַחֹק הָיוּ בְּנֵי הָאָדָם 'טוֹרְפִים' זֶה אֶת זֶה. בִּזְכוּת שִׁלְטוֹן הַחֹק אֲנָשִׁים לֹא מַזִּיקִים אֵלּוּ לְאֵלּוּ וְיֵשׁ סֵדֶר חֲבֶרְתִּי תַּקִּין.
