One moral rebuke in a person's heart is better than several lashes
An inner sense of morality in a person's heart is better than punishing him. A person's inner moral sense can help and prevent sins more than any physical punishment imposed on the person.

תְּחוּשַׁת מוּסָר פְּנִימִית בְּלִבּוֹ שֶׁל אָדָם טוֹבָה יוֹתֵר מִלְּהַעֲנִישׁ אוֹתוֹ. הַמּוּסָר הַפְּנִימִי שֶׁל הָאָדָם יָכוֹל לְהוֹעִיל וְלִמְנֹעַ חֲטָאִים יוֹתֵר מִכָּל עֲנִישָׁה פִיזִית הַנִּכְפֵּית עַל הָאָדָם.
