Let the owner of the ox come and stand by his ox/ Let the person concerned make his own request !

By analogy: the person concerned must take the trouble himself and come to request or to appear and testify in court about his own matter.

(The verse says (Exodus 21) that warning was given to its owner, but he did not guard it—the Torah said: let the owner of the ox come and stand by his ox (Bava Kamma 112b).)
