One wants and lacks, another has and does not want/ some want to give but have not, other have but want not
Metaphorically: there is not always a match between what is desired and what exists. In other words, the world is not always divided in a natural or fair way. "They give nuts to someone who has no teeth."

בְּהַשְׁאָלָה: אֵין תָּמִיד הַתְואָמָה בֵּין הָרָצוּי לַמָּצוּי. אוֹ: לֹא תָּמִיד יֵשׁ 'חֲלֻקָּה' מוּבֶנֶת בָּעוֹלָם. "נוֹתְנִים אֱגוֹזִים לְמִי שֶׁאֵין לוֹ שִׁנַּיִם".
