A Jew who sins in defiance of the commandments is still considered part of the people of Israel. More broadly: even when the people of Israel sin, they remain the chosen people whom God selected from among all nations.

יְהוּדִי שֶׁחָטָא בְּנִיגּוּד לְמִצְוַות הַדָּת עֲדַיִין נֶחֱשָׁב כְּבֵן לְעַם יִשְׂרָאֵל. אוֹ: גַּם כְּשֶׁעַם יִשְׂרָאֵל חוֹטֵא הוּא נִשְׁאָר כְּעַם סְגֻולָּה בּוֹ הָאֵל בָּחַר מִכָּל הָעַמִּים.
