מַעַרְכוֹת הַחֻקִּים הַמַּסְדִּירוֹת אֶת הַיְּחָסִים שֶׁבֵּין הָאֶזְרָח לְרֵעֵהוּ וּבֵין הָאֶזְרָח לַמִּמְסָד, לְמַעֵט הַדִּין הַפְּלִילִי, כְּמוֹ לְדֻגְמָה בְּנוֹגֵעַ לְחוֹזִים, מִסִּים, וּנְזִיקִין.
