Figuratively: there is governance over the world; the world does not operate without leadership. ("Birah" can mean a capital city or a palace.)

("Rabbi Yitzchak said: It is like a man who was traveling from place to place and saw a palace in flames. He said, 'Can you say that this palace has no master?' The master of the palace peeped out at him and said, 'I am the master of the palace.' So too, because our father Abraham said, 'Can you say that this world has no leader?' the Holy One, blessed be He, peeped out at him and said, 'I am the Master of the world'" — Bereishit Rabbah (Vilna), Parashat Lekh Lekha, section 39; and likewise: "When Abraham our father grew wise and the light of truth shone upon him, he came through his philosophy and astrology to establish and confirm that the host of heaven and the stars were intermediate causes, not primary causes...
