A leader should not be placed over a community unless it is consulted
A person may be appointed as a public leader only after the community has been given the opportunity to express its opinion on the matter. The principle is similar to democratic principles in which the community chooses its leader.
(Rabbi Yitzhak said: A leader should not be appointed over the community unless the community is consulted, as it is said (Exodus 35): 'See, the Lord has called by name Bezalel' - Berakhot 55a)

נִתַּן לְמַנּוֹת אָדָם כְּמַנְהִיג צִבּוּרִי רַק לְאַחַר שֶׁאִפְשְׁרוּ לַצִּבּוּר לְהַבִּיעַ דַּעְתּוֹ עַל כָּךְ. הָעִקָּרוֹן דּוֹמֶה לְעֶקְרוֹנוֹת הַדֵּמוֹקְרַטְיָה לְפִיו הַצִּבּוּר הוּא זֶה שֶׁבּוֹחֵר בְּמַנְהִיג.
