By metaphor: a person's fate is fixed from the start, yet in their constellation there are rises and falls throughout their life (in the original context it is spoken with astronomical reference. Galgal means star. Mazalot means arrangements of stars).

(The Rabbis taught, the sages of Israel say: 'The wheel is fixed and the constellations return,' but the sages of the nations say: 'The wheel returns and the constellations are fixed.' Rabbi said: an answer to their words - from ancient times we have never found a wheel in the south and a scorpion in the north - Pesachim page 93b.)
