Figuratively: one person sinned and another is punished; or: that is the punishment for someone who spreads a bad name about another. The source is a story about a man named Zigud who told Rav Pappa that Tuvyah had sinned, and Rav Pappa decided to have Zigud flogged instead. When asked about this, the rabbi answered: "Tuvyah sinned and Zigud is to be flogged?!" He explained that Zigud had acted contrary to the prohibition in Deuteronomy 19:15: "A single witness shall not rise up against a person for any iniquity or for any sin..."; therefore Zigud violated the prohibition against slander or gossip.

("Three people the Holy One, blessed be He, hates: one who speaks with one mouth and another in his heart, one who knows testimony about his fellow and does not testify, and one who sees indecency in his fellow and testifies against him alone. As in the case of Tuvyah who sinned and Zigud came alone and testified against him before Rav Pappa. He had Zigud flogged.
