אִם אֵין קֶמַח אֵין תּוֹרָה, אִם אֵין תּוֹרָה אֵין קֶמַח
יְכֹלֶת הַקִּיּוּם הַחָמְרִי הִיא תְּנַאי הֶכְרֵחִי לְלִמּוּד, וְהַלִּמּוּד הוּא תְּנַאי הֶכְרֵחִי לְקִיּוּם הַחָמְרִי. אִם אֵין מָזוֹן אוֹ כֶּסֶף לֹא נִתָּן לִלְמֹד תּוֹרָה וְאִם אֵין תּוֹרָה לֹא נִתָּן לְהַרְוִיחַ דָּבָר. פִּתְגָּם הַמַּדְגִּישׁ אֶת הַקֶּשֶׁר הֶהָדוּק בֵּין הַצֹּרֶךְ לְהִתְפַּרְנֵס כְּדֵי שֶׁאֶפְשָׁר יִהְיֶה לִלְמֹד וּבֵין הַצֹּרֶךְ לִלְמֹד כְּדֵי שֶׁאֶפְשָׁר יִהְיֶה לְהִתְפַּרְנֵס. הַפַּרְנָסָה וְהַלִּמּוּד תְּלוּיִים בָּזֶה.

Material subsistence is a necessary condition for study, and study is a necessary condition for material existence. If there is no food or money, one cannot study Torah, and if there is no Torah, one cannot earn anything. A proverb emphasizing the close connection between the need to earn a living in order to study, and the need to study in order to earn a living. Livelihood and study depend on each other.
("Rabbi Elazar ben Azariah says: If there is no Torah, there is no proper conduct; if there is no proper conduct, there is no Torah...if there is no flour, there is no Torah; if there is no Torah, there is no flour"—Avot 3:17.
