אִם אֵין מִשְׁפָּט בָּעוֹלָם אֵין שָׁלוֹם בָּעוֹלָם
לְלֹא סֵדֶר מִשְׁפָּטִי וּמַעֲרֶכֶת אֲכִיפַת חֻקִּים יְעִילָה לֹא יָכוֹל לִהְיוֹת סֵדֶר בָּעוֹלָם.

Without legal order and an effective system of law enforcement, there cannot be order in the world/ Without law, there is chaos
(Come and see how great is the power of justice, for if there is no justice in the world there is no peace in the world as it is said 'Truth and justice are the stability of your times' (Psalm 89:14), and so our Sages of blessed memory said (Avot 8:1), 'Pray for the welfare of the government, for were it not for the fear of it, each person would devour his fellow alive.'
